Keith Coulter served as Commissioner of Corrections, Correctional Service of Canada, from September 2005 to June 2008. Prior to that, he held the position of Chief of the Communications Security Establishment.

Before joining the Public Service of Canada in 1999, Coulter was a member of the Canadian Forces. His career in the Canadian Forces included operational assignments as a fighter pilot, flying instructor and member of the Canadian Forces Air Demonstration Team (the Snowbirds). It also included an exchange posting with the United States Air Force, a posting as commander of a CF-18 squadron and two periods in the Department of National Defence in Ottawa.

In 1995, Coulter was seconded to the Privy Council Office where he served as director of Operations in the Foreign and Defence Policy Secretariat. He left the Privy Council Office and the Canadian Forces to enter the private sector with Hill and Knowlton Canada, where he was senior vice president and director of Industrial Services.

In 1999, he joined the Public Service of Canada as an assistant secretary in the Treasury Board Secretariat.
